Downgrade cards impose negative effects. You can play a Downgrade card in any player’s Stable. A Downgrade card in your Stable affects only your Stable (unless otherwise stated).
- If you have a Downgrade in your Stable, you may Sacrificed it as you would any other card. There are also some Unicorn card effects and Magic cards that can remove Downgrades.
Do I have to play Downgrade cards on opponents and Upgrade cards on myself?
You can play Upgrade and Downgrade cards into any player's Stable. This official statement from the official website confirms a game board location for these card types, this in no way states that you must declare the intended location prior to resolution of the card text.
